"$1000 is the maximum penalty." That's my point, injustice is baked into the system. Coupled with extreme inequality the average guy is crippled with a hefty fine, but to the wealthy guy it's pocket change. I know it's hard to imagine $9,000 as pocket change but to a guy worth $7 billion that's exactly what it is and it's no deterrent at all.
