The reason jobs disappear is the tremendous discrepancy in the cost of labor worldwide. The textile industry pays $120 to $140 a month for six day work weeks in Bangladesh. Factory operators there face constant pressure from US brands to lower their prices. I don’t think tax incentives will bring jobs back.
