I agree that we are starting to really feel the affects of climate change. Great examples. But I was stopped short by your subtitle. I'm sure you did not mean to imply that the Earth is somehow leaking water , but "there is no getting it back" sort of implied that was the case. Climate change is altering traditional water distribution patterns leaving the areas you sited dry, where the percipitation falls somewhere else, but the total quantity of water on Earth remains the same. Given that only 3 percent of the Earth's water if fresh water at any time, humans are always in a precarious position. We once enjoyed a finely tuned water system that our emissions have altered. If we ever change our ways, the historical patterns may return.
