I believe a move towards relocating rather than rebuilding is an acknowledgement that climate change is real, something many Americans fail to realize. So even as Biden says the "words" his actions are still putting the money in the wrong place and sending the wrong message.

The battle against climate change, if we ever begin to fight it, will be a long slog. Human migration away from uninhabitable regions will become a necessity. I don't view it as a short-term solution to anything but personal safety.

Humanity holds meetings and make solemn pledges that are never kept. COP27 is coming up in November, what have COP1-26 accomplished. If anything they have raised awareness, but stopping global warming has been a dismal failure.
