I believe part of the problem is that sometime great teachers bail to become mediocre administrators because of the better pay scale and the effect on their retirement. Teachers and administrators should be on the SAME pay scale. I witnessed 5 people at one elementary school begin taking the night classes for their admin credential. Maybe one or two would make good administrators, certainly not all five who are administrators today.
