I believe smaller class sizes would make a big difference. My primary classes alway averaged about 35 kids, too many for one teacher. But it always comes done to money. If we valued education we wold fund it, but apparently the public does not value it.

What I was getting at in the article is that presently students can misbehave with very little consequence. If that does not change a classroom becomes a living hell for the teacher and the students.
