But we don't do planning. We are led by the nose by the capitalist quest for profit. Capitalism depends on growth and expansion, so what you will see are incentives to have more children not fewer. Japan is already offering a $200 a month stipend per month per each child in your family until they reach age 18. That's guaranteed to give the deadbeats a great incentive to reproduce like rabbits.
