People won't change until it hits them in the wallet. $10-$15 a gallon gas would probably bring about change (and riots).

I took my lawns out about 5 years ago in the midst of the last water rationing and I live in northern California. We need our water to fight fires. Southern California is worse, much drier. It's certainly no climate for lawns, cactus are better suited there.

We are supposed to be conserving water. I see no indication of that at all. Look at all the municipal buildings and university campuses with expansive lawns.
