Tesla has been stuck at Level 2. There's a huge jump between Level 2 and Level 3. The most significant aspect of the jump from level 2 to level 3 is that the responsibility falls with the system (not the driver) starting from level 3 and up.

Does that mean driver's (i.e. passengers) will no longer need insurance to sit in a car and travel, leaving the manufacturer to full responsibility for accidents?
