What else is supposed to pay for the infrastructure we all enjoy and use as a springboard to prosperity? Unfortunately most of our infrastructure was build out during the period you mentioned when the top marginal tax bracket was as it should be today. Instead people want all the benefits of society but they don't want to pay for any of it.
