Yes it does. I've practiced combing through a piece and removing excess verbage. I've written many letters to the editor in my local paper. Making a statement in 250 words is a challenge, but it's good practice. I sumitted a piece to Bomerangs last week and it was rejected because it was too long. When I honed it to fewer words, they liked it.
