You nailed it. Write multiple articles under one tag and after 3 or four you get the not so coveted "Top Writer" award. I was shocked, I actually thought it meant something. All it means is that the algorithm can count tags. I have five or six top writer awards, but I've never bothered to mention them. It's sort of embarrassing to be top writer in future when 75 percent of your stuff is political. They must have top writer quotas to fill for each tag.
