Your proposal would cement income inequality into the tax code. The wealthy are already siphoning the vast majority of the profit generated by business. The wealthy won't be satisfied until they have it all. Why not just have 99% pay their taxes to the wealthiest 1% as tribute for letting us reside in the US.
